Review of County Council DC powers? - Public forum - Planning Advisory Service (PAS)

As RSS are replacing County Structure Plans, should Counties retain their DC powers under the Town and Country Planning General Regulations 1992 (SI No. 1492) Regulation 3 to determine applications for development on thier own land, or should there be a consequential amendment to the Regs to limit these powers to waste and mineral applications to reflect the retained LDF role of Counties? If so, should (non-waste/minerals) applications by Counties on their own land in future be determined by District LPAs?
