Can planning policy control occupancy of affordable housing in towns? - Public forum - Planning Advisory Service (PAS)

Hi, I've had a query asking if Core Strategy policies can control the occupancy of affordable housing in towns. I understand that it can be done in rural areas with Rural Exception sites, and that it can be done through S106 and occupancy conditions for planning applications. I think the query was trying to see if we could get housing that housed people with local connections. Has anyone got any views/experience of this query, of policy actually stating who can reside in affordable dwellings?
