(PPS3) Rolling 5 year supply for Gypsies and Travellers

In a recent appeal decision [Ref: APP/R0660/C/08/2089992] a Planning Inspector has ruled that PPS3 applies to provision for gypsies and travellers and as such LPAs must demonstrate a rolling 5 year supply of available and developable land for gypsies and travellers ‘housing’. “ Furthermore, Planning Policy Statement 3 ‘Housing’ (PPS3) requires local planning authorities to assess and demonstrate the extent to which existing plans identify and maintain a rolling five year supply of deliverable land for housing; this is applicable to the need to accommodate gypsies and travellers as well as the settled community.” [Para 21 of Decision Letter] Is anyone aware of this and does anyone have good practice advice on how to successfully monitor and demonstrate a rolling 5 year supply?

Worth noting recent appeal decision in Coventry APP/W3710/A/11/2157183 where the Secretary of State disagreed with the Inspector’s recommendations. In respect of the 5 year issue the SoS is very clear "16. With reference to the Inspector’s comments about PPS3 at IR92, the Secretary of State observes that current policy in PPS3 does not require local planning authorities to demonstrate a 5 year supply of land specifically for gypsy and traveller sites." We wait and see whether the NPPF changes this.
