Public-Private Partnerships between Charities and Local Authorities

Is anyone aware of the financial / legal / planning rules that govern a charity wanting to go into partnership with a local authority to develop a site for, 'care', homes (and other land use that may be beneficial to the public) using land donated by either, or both, parties? As you will appreciate, the planning component is a pretty small part of the whole endeavour. I'd suggest two things: - local partnerships (http://www.localpartnerships.org.uk/) will help you with the "deal" aspect. - the Young foundation have some useful things to say on this kind of collaboration.
