Consequential Improvements

I wonder if I might ask you to help me with a project that I am working on? I am researching the subject of consequential improvements and why we are not making better use of this mechanism to improve the energy efficiency of existing dwellings at the point when they are being renovated or extended. Specifically, either via building regulations, or as Uttlesford DC have piloted, a planning condition. I would be grateful for any comments that you might have or alternatively, if you could possibly spare 5 minutes to complete this short questionnaire, I would hugely appreciate it. consequential improvements are only applicable to existing dwellings which are over 1000 square meter. Only a relatively small number of dwellings can qualify for this; but, I do agree with your comments; it should be used if it can be feasible both economically and functionally.
