Sustainability Appraisal

My Council is preparing to submit its Core Strategy following publication earlier in the year and is considering minor amendments to the Plan to address some of the representations. These suggested minor amendments will be submitted with the plan for consideration by the Inspector. It is considered that these changes are not so significant to warrant further sustainability appraisal work. However, would it be acceptable to submit a supplementary SA report with the plan if necessary to clarify particular matters without having to consult on it? Paul Collings Development Plans Manager

Early consultation on options is a requirement of the SEA directive. However it should be acceptable to amend an environmental report without further consultation if the matters do not introduce new options or major sites that have not been assessed in the SEA before. The SEA is into the plan, not into its every paragraph. If the changes are so de-minimis to not pass the 'significant impact' test no need to amend the environmental report. Any question on this issue golden rule is always to refer back to the original EU directive.
