New Homes Bonus and LEPs

The recently published PAS summary on 'Localism and the NPPF' suggests that NHB could be pooled at the LEP level, for re-investment in strategic infrastructure delivery (see page 13). Can anyone identify the source for this and where I can find any more guidance or examples?
