Cheque bounces after planning permission issued

I'd be interested in some views. In a recent case we were advised by our finance team that a fee cheque had bounced only after the decision had been issued. Does anyone have any view on whether the issued decision is still valid, or is it voided? The reason I ask, is that I was involved in an appeal a few years ago of a refusal where PINs refused to accept an appeal on the basis that a design and access statement had not been submitted and should have been. So notiwthstanding that the LPA had validated and accepted the application, PINs directed the applicant to re-submit the application, and the LPA to re-assess. The logic I take from this is that, if an application was validated incorrectly, then any subsequent decision is void. I'm not sure if this rings true but I would welcome any comments on it. Thanks.
