Change of Use of large Listed Building to self catering holiday let

I am seeking advice on whether the owner of a large listed building can use his house, let to groups of people as a holiday let (as a single household), without triggering a change of use? Our Enforcement Officer has suggested that Case Law exists that suggests a group of people can live together as single household without it requiring consent. The transient nature of each household, the fact they stay for 1 or 2 weeks at most is irrelavent. Is it the case that the number allowed to live together can be greater than 6 (previously used to define the number of family members who could live together) if the house is of a substantial size? The problem is that he has a number of neighbours who are frequently disturbed by the noise and disturbance of the occupants and what was once a very peaceful location is now very busy. It is adverstised on a number of websites as being able to accommodate up to 18 people. The site is accessed by a single width access lane and cars regularly drive to fast and people trespass on the neighbours land and distrub them at all times of the day and night because of the close proximity. The neighbours cannot believe this is allowed to happen without any control. Does the level of use really not trigger a change of use?
