Can SPDs be created in response to an incoming application?

Suppose an LPA is thinking about creating a series of new SPDs ... and suddenly an 'interesting' application arrives. Can the LPA legally rush out an SPD which materially affects the recently arrived application?

Further thoughts : I suppose that the time delays involved in any SPD consultation process would in fact prevent this happening.
