  I remember a lecturer on the social work course who was fond of saying " The rich and powerful have their own accountant but its the poor and those on benefits who most need them ". Her point was the rich employed an accountant to reduce the tax they pay even though they could afford to pay it. There is a constant threat of decline, accompanied by a pervasive mourning and sense of wrongness in the world. When it comes to DIY my ambition and confidence don't match my skill! Newly married and in our first home we had little money. The house was classic 1930's, the bathroom very dated. My wife thought some new bath taps, a new shower curtain and a bright colour on the walls would be the kind of makeover that would see us through till we could afford a new bathroom. The public sector aims to be more business like. Business is finance driven. The numbers don't lie. The numbers tell their own story. Fiddling the figures, everyone does it. It's ok as long as it not illegal. It's ok as long as you don't get caught. Getting caught is an occupational hazard. Success is measurable. What gets measured gets done. Targets motivate. The back ground grumbling has turned into out spoken criticism about the reduced support to managers. A slight of hand by which it is claimed savings have been made without cutting front-line services.
