covering S.106 within policy - Public forum - Planning Advisory Service (PAS)

given the NPPG change in March 2014 stating explicitly that policies for seeking obligations should be set out in a DPD and NOT in an SPD, has anyone had any early experience in putting this in to a DPD of theirs, the only examples i can find are SPD's, clearly prepped / planned before guidance change. just want to ask a couple questions about degree of evidence base and consultation if anyone has worked this in.
