Site Notices - Asking the applicant to display the notice - Public forum - Planning Advisory Service (PAS)

I am investigating different ways of fulfilling the consultation requirements for planning applications. I've been told that there are LPAs out there who send copies of site notices to the Applicant and ask the to erect them. I haven't been able to identify the LPAs who do this (or something similar). Can anyone please point me in the direction of Councils that operate this sort of approach
