Going Straight to Regulation 19 - Public forum - Planning Advisory Service (PAS)

We are currently assessing the pros and cons of progressing from a Regulation 18 Options Consultation straight to a Regulation 19 Proprosed Submission Plan i.e. without consulting on a draft Plan at Reg 18 stage. Does anyone have any experience of doing this and if so are there any pitfalls you would recommend that we avoid? Many thanks
