Refusal of retrospective planning application - what next ? - Public forum - Planning Advisory Service (PAS)

A local resident has installed a prefabricated house on agricultural land without first applying for planning permission. The LPA asked for a retrospective application which the resident duly delivered. However it was refused by the LPA. The LPA tells me that the resident has 6months to appeal. All the information I have found about this situation indicates that the refusal cannot be appealed but if the LPA issues an enforcement order then that can be appealed.

can anyone advise which version is correct and why please.
