Planning Permission granted for mobile homes site without proper access

Long ago a local planning authority granted planning permission and issued a site licence for a site of mobile homes without ensuring that the only access road to the site would be maintained to a satisfactory standard.  The access road is privately owned whose owners are unwilling to resurface it and install surface water drainage so that it can be adopted by the county council's highways department.  The access road is outside the boundary of the site licence, is not covered by site licence conditions, and is not owned by the owner of the site of mobile homes who therefore has no obligation to maintain the access road.  The site of mobile homes comprises 83 homes whose mainly elderly residents occasionally fill the many potholes which is only temporarily effective.  What should the local planning authority do?
