Circular 1/97 - Public forum - Planning Advisory Service (PAS)

Circular 5/2005 sets out guidance on contributions towards maintaining facilities (such as open space.) What did the previous circular say? I cannot get hold of a copy of 1/97 - it seems to have been airbrushed away. Does anyone have a copy (electronic is to be preferred but old fashioned paper will do. Thanks Trevor CARTER
