S106 Allocation Policies - Public forum - Planning Advisory Service (PAS)

I have recently taken over dealing with planning application requests in relation to S106 contributions for education and am developing the position to include a policy on how requests can be made to the department for S106 monies from schools who have a specific project they would like funding for and who has the authority (budget holder) to authorise payment, but I am having trouble finding anything on the internet to help me put something together. Does anyone know where I need to go? Thanks Zara
