Using s.106 to recover part of the LDF's study costs

Has anyone used or is investigating using s.106 contributions to recover certain LDF study costs? My authority is facing a large bill for many studies, but one in particular is seriously costly. This relates to the investigation of waste water infrastructure capacity and measures that need to be put in place to ensure development can be serviced in the future. What I am trying to determine is whether there is any legal, procedural or other barriers that would prevent the authority passing on some of the costs of the study to developers, through the s.106 process, bearing in that without the waste water study - development and regeneration schemes will be seriously undermined and may even be unviable in certian parts of the area in the future. Can anyone share any experience on cost recovery?
