Can CIL fund a staff post?

A recent Sports Facility Strategy has established that in addition to new facilities we need to better manage the existing ones. In the same way a portion of Section 106 money can be spent on a S106 Monitoring Officer, can a portion of CIL be used to pay for a Sports Development Officer type role who would manage the use of community and sports facilities?

Guidance on the CLG website: http://www.communities.gov.uk/documents/planningandbuilding/pdf/1518612.pdf says that the CIL regulations permit authorities to use CIL reciepts (to a maximum of 5% of total receipts) to finance administrative expenses including CIL set-up costs, consultation on the charging schedule, preparing evidence on viability, the costs of the examination, ongoing running of billing and payment systems, enforcement, legals costs for payments in-kind, and monitoring and reporting. So, you can use CIL funding to support running of the CIL itself, but not the actual management of the piece of infrastructure/service funded by the CIL. I presume the human management costs of the individual pieces of infrastructure should be built into the charging schedule in the first place. You do need to be careful about using developer contributions (section 106 or CIL) to improve or manage existing facilities where no direct link to development can be demonstrated. As I understand it, contributions can be used only to fund infrastructure associated with new development, not to resolve existing issues or deficiencies with infrastructure or service provision.
