Hello, We are putting together our infrastructure requirements as part of the evidence base for CIL and are trying to establish what CIL monies can and can't be spent on as a result of the changes in the Localism Act which states that it can be used to fund 'the provision, improvement, replacement, operation or maintenance of infrastructure' where doing so supports development. Does anyone have any examples of maintenance/improvement/replacement projects they are including on their infrastructure lists - for example would the refurbishment of a library or improvements and maintenance to public realm be covered? Also how do we deal with professional fees such as landscape or engineers fees? Do you incorporate these into the overall infrastructure costing? And can we use CIL monies on them? Jo In simple terms (and in our opinion), yes. The 'ongoing costs' of providing infrastructure can include ongoing investment and maintenence, as well as revenue costs such as professional fees associated with bringing forward the project; provided that the spend will help to deliver development in your area.
