Commuted sum calculations

Has anyone got a view as to the best methodology for calculating commuted sum payments in lieu of providing onsite affordable housing? Having searched the Internet and various LPAs' SPDs on affordable housing, there seems to be a great deal of variation and no standard methodology. Any pointers would be greatly appreciated. Thanks, Steve.

I haven't been able to find anything standard only the rule of thumb the attached refers to from Oxford City Council

You might want to consider posting also your question on the recently created Housing Enabling Network website. (You'd need to register but that's free). These sorts of negotiations are often left in the hands of the Housing Enablers. The website is at http://www.housingenabling.org.uk

PS I should have mentioned that for the time being membership of the Housing Enabling Network is restricted to local authority employees or those who work closely with LAs and whose membership is endorsed by a local authority member. Hopefully that will changer over time. Within LAs, membership is open to housing enablers and their planning/planning lawyer colleagues.
