CIL and Houses in Multiple Occupation (HMOs) - Public forum - Planning Advisory Service (PAS)

Please can anyone advise on whether an HMO is classed as a dwelling for the purposes of CIL. We have a planning application for change of use to an HMO where the building has not been in use for over a year. Do we charge? The CIL regs say that a 'dwelling' means a building or part of a building occupied or intended to be occupied as a separate dwelling. Any views would be gratefully recieved!
