Having read the Regulations, PPS12 and the plan making manual, it is not clear whether options should be generated and assessed prior to Regulation 25 consultation (similar to previous issues and options consultations) or generated as part of Regulation 25 consultation and then assessed prior to Regulation 27 consultation, or partly both. Can anyone advise on this?
