Transitional Arrangments - Introducing 'strategic sites'

Having undertaken an Old Reg 26 on our Core Strategy and at the same time an old Reg 25 on our Allocations DPD (both April 2008) which identified potential sites that could now become 'strategic' but didn't call them that; we are faced with the dilema of meeting the Governments PPS12 desires for the early allocation of strategic sites in the Core Strategy, I was quite excited when I found the page on Transitional Arrangements in the Plan Making Manual. The web guide clearly identifies that Route 3 or Route 4 are my options. Well I had worked that out already. The advice is then a duplication of and link to PPS12 regarding legality and soundness. Route 3 would be less risky but invole more confusing consultation with the public - ropute 4 looks more risky, particularly from the sustainability side of things. Does anyone have any advice that they would be able to share. I realise that there are sensitivities and that every LPA will have differences but would appreciate any feedback.
