Minerals Core Strategies – Strategic Site Allocation issues

How are Mineral Planning Authorities approaching the issue of identifying strategic allocations for minerals in their Core Strategies? What sort of factors are MPAs taking into account when determining whether a particular site/proposal may be ‘essential’ for delivery of the strategy? Possible approaches could include; - Proportional output of a site relative to the MPA total output for that mineral - Any sites/proposals involving nationally important minerals (e.g. silica sand) - Sites working very scarce resources (in the context of that MPAs area) - Sites which contribute to a specific landbank which is required to be maintained as a result of national or local policy Any views would be appreciated.

We took the line that a strategic allocation was one that was so fundamental the Core Strategy and subsequent DPDs would not be able to be properly implemented without it. There were no such sites and so no allocations were identified in our Core Strategy (subsequently adopted earlier this year).

The Northants line sounds good to me, and it clearly worked for them. I think a key part of this is how much choice of sites you have. If your strategy clearly points to particular sites for delivery, then it would make sense to include them in the CS as strategic sites. But if (as seems likely to be the case in Oxfordshire) you potentially still have a lot of choice, then decisions on sites would be best left to a subsequent DPD.
