Exceptions Sites and Proportion of Market Housing

In light of Para 54 of NPPF what are peoples thoughts on the proportion of market housing that should be allowed on exceptions sites to facilitate development and are there any examples of polices that have been tested at Inquiry?

Hi David, We have an adopted Core Strategy so are not considering a policy on this however, we have been discussing the issue on a few pre-apps. I would suggest not setting a fixed proportion and being flexible stating that the number of market homes required on a site needs to be justified based on the financial viability of the overall scheme. If you set a figure you could find schemes providing up to that number when they are not required to provide the affordable homes. This will completely defeat the purpose of 'exception' sites. I'd support what Suzanne has said. At Huntingdonshire we are currently consulting on our Local Plan which includes a policy along the lines of 'only what is needed to make it viable' - http://consult.huntingdonshire.gov.uk/portal/pp/hlp2036/lpstage3?pointId=s1348586224062#section-s1348586224062 Clearly this hasn't been tested at inquiry but we had something very similar at a previous stage and that part was not something that received much comment.
