No - and I would think very hard before doing so.
An LPA may withdraw a DPD/Local Plan at any time during the preparation process, however once adopted, the normal route by which a plan ceases to apply is through the adoption of a successor document which specifies the existing development plan policies which it replaces.
In the absence of a replacement plan, old Local Plan policies become less and less relevant and more likely to be considered out-of-date over time.
As Eric Pickles discovered when he tried to abolish the Regional Strategies, revoking a plan and replacing it with nothing is a complex business. Replacing a strategy with no strategy is a strategic decision in itself requiring SEA.
A further question is if you withdraw an adopted plan, do the old policies which it superseded 'come back to life' - this also has a bearing on the SEA question.
Seems like a legal minefield to me - You'd be better off preparing a replacement plan asap.
