I am dealing with a complaint regarding a structure that is only in place during the winter months. The householder has erected it to shelter her show dogs after they have been prepared for a dog show to allow them to exercise outside without getting wet. The structure has a tubular frame measuring 6 mts by 3 mts. It is covered by a fitted PVC sheeting. It is secured to the ground by screws into the block paving. It can be removed in a short period of time. It has been place within a metre and a half of the main house which has a conservatory also. The householder plans to remove it when the weather improves. As I am a newcomer to this post I would appreciate any advice on this as it has our planners in deep debate.
