Sustainable Energy - Wind Turbine. Updates to PPS22 and Supplement to PPS1 - Public forum - Planning Advisory Service (PAS)

I am about to make a planning application for a wind turbine on a scout campsite which is in Green Belt. To the layman it would appear that the emphasis has swung away from the applicant having to justify their sustainable energy proposals towards the LA making an undertaking to "engage constructively and imaginatively". Does this still apply in the case of one small wind turbine or is the onus on the applicant (quote from the LA) "to present a case of very special circumstances" to justify this application? As a layman not used to Planning any guidance would be appreciated.
