What percentage of carbon emissions reductions and renewable energy

At paragraph 39 of the supplement to PPS1: Planning and Climate change, the advice to Local Authorities is that they should be seeking interim policies ahead of Development Plan Documents. As we're along way off having an actual set of policies to replace the Local Plan we're in the process of setting out tighter targets in a Supplementary Planning Document. My question for discussion is: should this Supplementary Planning Document reflect the Government's Building a Greener Future Policy Statement, which requires a 25% carbon improvement compared to part L of the Building Regs by 2010, 44% by 2013 and be zero carbon by 2016. Given that we anticipate the SPD being ready for adoption in early 2010 would it be reasonable to impose such targets in the Supplementary Planning Document. Also what is a reasonable level of development to impose these requirements? At a strategic level on strategic sites, for major development or for all other development except householder extensions? Any advice on this would be appreciated.

It should be noted that the forthcoming changes to building regs and the ramping up of CSH controls will actually do much of the LPA's job when it comes to carbon reduction whatever level you determine to set the target at, be sure to warn members that there are implications for affordable housing and other planning obligations, as the Government has agreed that this cost is not to be borne by the developer on its own
