Calculating Net Affordable Housing - Public forum - Planning Advisory Service (PAS)

Has anyone got any experience in / advice on calculating net affordable housing requirements; I am thinking specifically how far back to go (months/years) to calculate the net - if the site has been cleared (of any houses) prior to an application?
