I have been thinking about the recent Chris Huhne announcement and how councils may benefit. http://www.decc.gov.uk/en/content/cms/news/pn10_89/pn10_89.aspx A couple of thoughts. 1) Would a local authority have to own the land/building on which the renewable energy was generated? Or would they for example be able to lease a CHP plant on a major development scheme? - This may of course raise further questions of ethics in DC decision making. 2) Does the announcement have any implications on the potential for local authorities to use their land for the production of biomass crops? Or is it purely related to the final output of elctricity? If not is there any scope for councils to benefit from using their land to grow biomas such as Miscanthus for profit, or would rules prohibit this? Any advice much appreciated.
