PD question - when does an outbuilding become an extension - Public forum - Planning Advisory Service (PAS)

If you build 'an outbuilding' adjacent to your property under PD and the outbuilding is only a distance of inches away from the house (not touching in anyway) Is this classed as an 'outbuilding' or an 'extension'. Any views please. Adine
