Extension of time application where part of site has lapsed

We have a site that was granted outline consent and full reserved matters approval has been obtained for development on half of the site. The time period to submit RM on the rest of the site expired a couple of years ago and the RM consent granted lapses later this year and is yet to commence. Does anyone else share the view that the landowner is able to submit an extension of time application for the site (or at least the part of the site which benefits from RM consent)?

I'm sure you have already checked the CLG guidance 'Greater flexibility for planning permissions' Just in case you haven't seen it then paras 20-22 may help

Thanks Evelyn, I have read the guidance but it doesn't provide a clear steer. Para 20 isn't relevant as the development has not commenced. In terms of para 21, RM applications were all submitted in accordance with the time limit but only for part of the site. The time limit for commencement for that part of the site has not expired...
