The cry goes up, "what we need is strong leadership" but what does strong leadership look like?  We have had charismatic leaders in the past and they certainly inspire people but they also view dissent as personal disloyalty, have a tendency to close down debate rather than open it up and impose rather than negotiate change.   Under the banner of " all managers to be leaders" a management development programme was commissioned around executive coaching, mentoring and management learning sets. Most whistleblowers on bad practise and abuse are not board members or senior managers they are front line staff reporting concerns about colleagues having failed to get their line manager to take the matter seriously. But what happens when a higher up does listen? From my experience if the whistleblower wants management to take action they have to be prepared to make a signed statement and... Gweld mwy

    It is assumed that you acquire political awareness and sensitivity on your way up the career ladder and if you don't then you don't move up. Managers are all too often left to learn by their mistakes.   Naming a civilian as the Governments preferred candidate for the post of Chief Inspector is provocative. After all he has already had the police marching through the streets of London in protest at his proposed sweeping changes to pay and conditions.
