Statistics may never lie, though everyone knows they can be

Last year Liverpool were the best in Europe. Judged another way
Manchester were the best in England. But if you take into account the
amount they spent to achieve this performance then it looks like

The public sector aims to be more business like. Business is finance driven. The numbers don't lie. The numbers tell their own story. Fiddling the figures, everyone does it.
