Is a temporary classroom PD under GPDO Part 4? - Public forum - Planning Advisory Service (PAS)

Morning all. I am interested to know whether other authorities allow temporary classrooms to be in place during construction under Part 4 of the GPDO. We have had a situation several times recently where schools have realised their expansion won't be finished in time so they will need temporary classrooms in place to bridge the gap. We have debated internally whether this is PD or not so any views much appreciated.
