We are currently working on our local validation checklist and I have come unstuck on the requirements for a transport statement, assessment and travel plan. Up until 22 October 2014, DfT's Guidance on transport assessments provided thresholds for when each is required. However, since this date, this guidance has been archived and superseded by the NPPF which has no specific thresholds. It relates mainly to the evidence base required for local plans and refers to Circular 02/2013 but none of this is particularly relevant for development management purposes and advising on validation requirements. Our Core Strategy policy refers back to the archived guidance!
We will of course be consulting our Highways consultees (we are not unitary), but wondered if anyone had looked at this following the recent changes?
