Need for Housing Trajectory in Annual Planning Monitoring Report

Can anyone advise me whether there a specific requirement to include a housing trajectory in the AMR please?

Additionally in such a trajectory what should the start and end dates be based upon in the absence of an up to date development plan?  If you have an up to date SHMAA

would it be reasonable to use the base date of this and project forwards?  This would appear to tie in with NPPG advice on identifying a 5 year supply in the absence of an

up to date plan (paragraph 030 Ref ID 3-030-20140306).

Hi Adele,

Para 47 of the NPPF says that authorities should:

"illustrate the expected rate of housing delivery through a housing trajectory for the plan period"

Whilst this doesn't indicate a need to produce an update annually, in the AMR, I would suggest it is sensible to do so. Illustrating your actual and anticipated delivery, and keeping on top of it annually, would provide confidence in appeals and help you stay proactive in discussing future delivery with landowners and developers.

With regard to the point about which period to cover, I think the SHMA base date would be sensible, as that will (presumably) be the base date for your plan, when adopted. You may wish to cover the issue of persistent under-delivery by showing the past delivery against the existing plan target, switching to the new target from the SHMA date, as if that were the new figure.

I'd like to know what others think about that approach. It's one used in an authority in Hampshire where i was recently on a secondment, and wasn't questioned by the Inspector at the exploratory meeting.

We include the trajectory in our five year land supply report, not the AMR. The AMR summarises the conclusion of the five year supply and refer to the report for further information.

We publish our housing trajectory either within our SHLAA, and/or within a 5yr housing land supply summary note - both are linked from our Monitoring webpage http://www.southtyneside.info/article/14843/Monitoring which hosts a variety of reports n analysis tables that essentially together make up our AMR. 

We've actually got a few trajectories, with the projected completions derived from analysis of (increasingly complex spreadsheets of) planning permissions and allocated LDF sites, coupled with the SHLAA's assessment of deliverable and developable sites:

  • annual completions and trend analysis over the past 30-35yrs up to present,
  • annual completions and projected completions since 2001,
  • cumulative completions and projected completions for the current LDF (and former RSS) plan period from 2004,
  • annual brownfield-greenfield completions and projected completions since 2001.

Intention is, once we've agreed our OAN(s) and preferred growth scenarios for our emerging new Local Plan, then we'd also monitor against those figures for comparison too until such time as the new Local Plan is adopted and supersedes our current development plan requirements.
