Land swap to local authority for s106 - is it legal?

A local authority has apparently accepted a land swap for a s106 obligation

Land was given not to the authority, but to a housing association (for affordable housing)

There was no cash payment to the authority.

From what I've read, the law permits only monetary payments, and they have to be paid to the local authority, not a housing association.

Am I correct in that this is not a legal way of 'paying' a s106 obligation?
