Advertisements - Digital LED Billboards

Is anyone aware of any recent planning guidance or SPDs on large digital LED billboards? Most Advert SPDs deal with traditional poster adverts or hoardings and illuminated signs but I haven't been able to find anything specific to these large scale LED adverts. I appreciate the usual issues of highway safety and residential amenity will apply but these types of adverts can really push the boundaries of these tests. I am looking to develop an SPD to enable these kinds of adverts in certain locations within out urban Borough. Thanks.
