Static caravan ..... Again...

 

Hi all, 

I have read the other threads and have learnt a lot however I have a bit of a different question. 

I work for an outdoor centre that is owned by a county council, but is in the planning area of a borough council. We are looking at opening a camping and caravan on the land of the outdoor centre. We want to have a static caravan on the site that will be used by the duty staff on the site as residential use, they will be fed in main house and this will be for sleeping, showering possibly making a cuppa. 

I have read that local authorities do not need planning permission for a camp site, if this is the case does this include the use of the static?
