Creative approaches to policy making - Public forum - Planning Advisory Service (PAS)

I want to commission some help for a council to get some new and creative approaches to policy. I want a process that helps officers & members consider problems anew, and allows for fresh thinking. 

Does anyone have any advice for me ? I know several places that have tried doing something like this, but not of anywhere where it really worked.
