1. Has anyone produced and adopted a protocol to set out a consistent approach in dealing with elective CIL penalties - ie those surcharges and interest Councils MAY apply, and the conditions for their application? Are your surcharges being applied in all cases, or is some flexibility being offered?
2. Has anyone prepared 'Service Level Agreements' between the Council and Parish Councils to clearly set out the responsibilities of each in respect of CIL payments and timescales? I know the regs are quite specific already, but we think this may make it simpler for parties to understand.
If so, is anyone willing to share their approaches?
