Self-build exemption and land ownership query - Form 7 part 1 - Public forum - Planning Advisory Service (PAS)

Hi,

In order to be qualified for a self-build exemption, does the liable party have to own the land? Form 7 part 1 does not indicate that they have to own the land, however form 7 part 2 asks for title deed and proof of self-build/custom build warranty or mortgage. Any clarification on this would be brilliant.
