I'm dealing with a pre-app for the creation of 6 new dwellings and the enlargement of 6 other dwellings as part of the same application and would be keen to get views if others think this is a major development or a minor development, the legislation uses the phrase "provision" which I would normally take to mean the net number of units in the scheme however when there is enlargement of existing dwellings (one to two bed flats in this case) would this also count as provision of dwellings for the purposes of defining the application as a major or not?
“major development” means development involving any one or more of the following—
(c) the provision of dwellinghouses where—
(i) the number of dwellinghouses to be provided is 10 or more; or
