Planning refused, too close to livestock building

We recently submitted a planning application for 3no. agricultural buildings to convert into dwellings, 2no. under class Q and 1 full application.  One of the class Q barns gained part A approval but was refused part B. The full application gained listed building consent but was refused full  planning permission.

 

The only reason the barns were refused planning permission was due to the proximity to livestock buildings, identified by environmental health.

 

The planning applications were lodged with Torridge District Council under the following references;

Our neighbor recently gained approval on agricultural to domestic however the environmental health authority were not consulted on his            application! This site is a similar distance away from the farm buildings.

The issue with the farm buildings are due to noise and smell and we would like advice on whether to appeal or to have noise and smell              assessments and re-apply.
