Does Class R (under GPDO) qualify as Previously Developed Land? - Public forum - Planning Advisory Service (PAS)

Once an agricultural building has successfully changed use to Class R under the GPDO. Does the building and curtilage become 'previously developed land' at this point? Or alternatively, it must become PDL once converted to, say B8, from Class R ? Has anyone had any specific experience of dealing with this?
