Viability Assessments

Hi, I hope this question hasn't already been raised and answered.

When carrying out viability assessments on individual schemes do others take into account relief or exemption from CIL that has been granted, and in particular do they re-assess if exemption is subsequently claimed and granted?  Our concern is that a viabilty assessment may be based on a development being CIL liable but if relief is claimed and granted after that assessment then Affordable Housing has lost out and is effectively paying the CIL relief.

We would take into account potential CIL exemptions. Our local exceptions policy which allows major development outside of the settlement boundary stipulates (amoungst other things) a minimum 40% affordable housing. The criteria for social housing relief and self build are pretty balck and white so you should be able to tell developers up front whether they are likely to be granted it or not. The point you raise is a very valid one.
